This week the Scottish parliament had an opportunity to recover its authority and credibility by expressing its lack of confidence in a scandal-ridden First Minister whose tenure of power is a national humiliation for Scots, repairing the damaged institutions of the devolved settlement and restoring accountable governance to the Scottish public.
